Canton Cover-Up Part 90: Colonel John Mawn Tells New Troopers That MSP’s Reputation Depends On Accurate Reports, Michael Proctor’s Report Went Through Supervisor Brian Tully (2024)

Last week the State Police held their graduation ceremony in Springfield and Colonel John Mawn delivered a very interesting speech in which he specifically told the 165 new troopers about the importance of being accurate on their written reports. (2:10:24 on this video)

“Your written reports will have your name on them. They will likely be read by people who don’t yet know you. Write them as if your reputation depends on them, because it does. Supervisors throughout the chain of command will read your reports, so will prosecutors, defense attorneys, and people from other agencies. Clerks and judges will review your after Davids. Not only is your name on them, but our name, the Massachusetts State Police, is on them as well.”

I can’t tell if he did this intentionally as a way to speak directly to Michael Proctor, or if he doesn’t see how ridiculous, hypocritical, and laughable it is that he would say such a thing in light of Proctor’s actions. Here is a report filed by Detective Proctor on November 3, 2022, in which he interviewed RN Sarah Levinson, who was inside 34 Fairview Road when John O’Keefe was murdered.

Proctor intentionally spelled the following names wrong:

1. Sarah Levinson
2. Julie Nagel
3. Caitlin Albert
4. Kathryn Doody
5. Emily Fabbiano

If there was one mistake you might be able to overlook it, even though every officer and detective I’ve spoken to about this has told me that making sure the names of witnesses are spelled correctly is one of the most important things they do. But Proctor misspelled the names of 5 witnesses, including:

• The daughter of the Fire Chief (now Town Administrator), who is one of the most well known people in the town Proctor has lived in for 40 years (Doody)
• The daughter of Brian Albert, who works for the AG’s Office and was with John O’Keefe at the Waterfall bar, came back to 34 Fairview Road, and left within seconds of arriving so that she could say she was not there when O’Keefe arrived at the house (Caitlin Albert)
• Brian Albert Jr’s girlfriend, who got a ride home from Jennifer McCabe at 1:47 AM, told police a year later that she saw something dark and shadowy on the lawn, and told her brother Ryan to go home after calling him to ask for a ride AFTER John O’Keefe stepped foot in the house (Nagel)
• A nurse who was in the house with a dying money who was bleeding out in the basem*nt, and did not speak with police or have her name listed in any court documents until 9 months after the incident (Levinson)

There is no possible way this seasoned murder police detective would make 5 errors like that repeatedly. Whatever his reasons were for doing it, it’s not debatable that Proctor did this intentionally.While this fact alone does not prove that he orchestrated the massive coverup (there is much stronger evidence of that elsewhere), it proves that he is deceitful, dishonest, and has no qualms with intentionally altering police reports in a murder investigation in order to protect individuals he knows personally or is sympathetic towards.

With that in mind, here is Colonel Mawn’s exact quote again:

Supervisors throughout the chain of command will read your reports, so will prosecutors, defense attorneys, and people from other agencies. Clerks and judges will review your affidavits. Not only is your name on them, but our name, the Massachusetts State Police, is on them as well.”

If Michael Proctor’s reputation depends on his reports, then why is he still on the job and actively investigating other murders after intentionally spelling the names of 5 witnesses wrong in the Sarah Levinson report? If the Massachusetts State Police is concerned about how their reputation is being affected by this, then why is Michael Proctor still on duty? Why are they not making a public statement about this? Why are they showing up to Karen Read’s court dates in support of him?

He also mentions that supervisors throughout the chain of command will read the reports written by people like Michael Proctor. If that’s the case then what actions has Detective Lieutenant Brian Tully taken against Proctor? He is the Unit Commander for the Norfolk State Police Detective’s Unit, and the report went through him.

Proctor’s immediate supervisor is Detective Yuri Bukhenik, who is well aware of the plethora of lies and misreporting from Proctor, yet he protects Proctor with his silence. Bukhenik and Tully sat next to each other at Karen Read’s hearing on July 25, showing tacit support for Michael Proctor.

Colonel Mawn himself is either aware of these facts and does nothing, or is incompetent. I am of the opinion that he is aware, and was specifically addressing Proctor in his remarks. If that is the case then his words mean nothing, because he has taken no actions in light of what Proctor has done to the reputation of the Massachusetts State Police. If that is the case then he is just another coward in this story who knows the truth but is willing to let an innocent woman go to jail in order to protect a house full of cop killers.

I’m not 100% sure if I have Colonel Mawn’s email address correctly, but it should be[emailprotected], and Tully’s should be [emailprotected]. Please feel free to send them a respectful email and make them aware of this in case they don’t know what Proctor did with his reports. After all, the reputation of the entire State Police is being affected by the actions of one of their star detectives.
