Mobile To Get New Chemical Plant MOBILE, Dec. 10 (P Construction of a new $200.000 chemical plant will start within two weeks and completion is expected in February. The plant to bottle chlorine and produce sodium hypochlorite will be built by Wittichen Chemical Co. of Birmingham, an announcement said yesterday. E.

"The problems may have been insurmountable." said Les Fox, a vice president of Studebaker Local 5. United Auto Workers.

One of the troubles, Fox said, was in the outmoded physical facilities. Many factory buildings were more than 50 years old and ill-suited to modern assembly line methods. Fox said many Local 5 members would have to depend in the months ahead on government unemployment compensation checks. In Indiana, maximum payments are $36 a week for up to 26 weeks. He said the SUB treasury, which might have supplemented jobless pay benefits, was exhausted.

SUB means supplemental unemployment benefits paid from a fund fed by company and union contributions under a labor contract arrangement. Fox estimated the average age of displaced employes at 53.
